How a neighbourhood qualifies
We estimate how many sales a neighbourhood will see over the next three years. Where the estimate is fewer than ten sales, there isn't enough turnover to charge for, and the neighbourhood is free. That is the whole test. It is not a smaller neighbourhood or a worse one, it is a quieter one.
Free neighbourhoods have no seat limit and no exclusive lock. A paid neighbourhood carries 2 seats and the option to lock them; a free one is open to whoever wants to work it.
If yours heats up
Turnover changes. If a free neighbourhood crosses the threshold, it is reclassified and moves to paid pricing at the current seat price. We don't send a notice, so check the map if you are relying on a neighbourhood staying free.
Read that the right way round. A neighbourhood crossing the threshold means sales are picking up in a patch you have already been farming, with the scores, the signals and the reports behind you the whole time. You were early in it.
